The Soviets have elaborated various kinds of pan-European models for Europe, mainly in order to ward off the emergence of a "united Europe" which might exclude Soviet participation. After World War II, Moscow pursued this effort for years in an attempt to push the United States out of the sphere of European politics. 8 All Soviet initiatives regarding the development of a new European security system have postulated certain specific features of that system. After the division of Europe was established in the mid1950s, the Soviet government rushed to international forums with proposals intended to neutralize Germany and, by extension, hinder the establishment of a "Western Europe" containing Germany.

For the West Germans, however, especially for the architects of Ostpolitik, detente primarily served the FRG's interests vis-a-vis the GOR. In their view, the purpose of detente was the promotion of reassociation and reunification. Brandt The Rise of Detente 39 once said that "the German question was not the key to an understanding of the worldwide conflict between East and West. ,,31 Thus Ostpolitik was built upon a realization that reunification was no longer a realistic aim, even though it remained a long-term goal "as a process of change through contact.

Brandt made clear that its foundation was in the Western alliance. As he stated in 1971: The FRG conducts its Ostpolitik not as a wanderer between the two worlds, but from a position firmly established in Western cooperation. Atlantic alliance and West European partnership are for us prerequisites for the success of conciliation with the East. 39 In the West European perspective, Brandt's Ostpolitik had to be coordinated with NATO and especially the United States. 40 Yet the United States accepted Ostpolitik only selectively.
